But apparently Bell controls the speed and limits everyone below 6Mbps.

..but I am only getting an average 5Mbps/.5Mb UL/DL.
I am only one block away from a main Bell switch!
Some people I know who live in the outskirts 10km out are with teksavvy
and they are getting a good 10Mbps/1Mbps DL/UL on their old landline converted to a dryloop. Apparently there is no industry charge for maintaining dryloop; I did not know this.
