I don't mind staged photos, but this one is very unrealistic, imho.

Did anyone visit the place? Or are spammers infiltrating BBSs, now?

As stated earlier: I have blocked all internet traffic from Russia, China and a bunch of other non-democratic states who incidentally also are the top sources of hacking and penetration attempts against my servers. It's very effective and also quite interesting to see how the counters with blocked packets go up.. and up... and up.

The link will just open the picture. There are no other
extraneous activities. The root domain does not trigger any of
    my script monitors.

I first learned of pics.rsh.ru from a sysop. Unlike some of the
other picture-hosting sites, there are no ads, animations and
other distractions for its operations. Nice and clean.

    https://imgur.com/ is horrid.

    BBSs, now?

A find that the site's behaviour is quite benign. Visiting a
site like that would not trigger spamming (they would need your
email to accomplish that). pics.rsh.ru does not request an
other info; just upload the pic and go.

Pretty sure he's referring to geographic IP filtering. TLD filtering wouldn't accomplish much of anything.

I'm blocking on the IP address level, not the domain name level. And yeah, they can probably use VPN's and stuff to other more civilized countries but I sure can make it harder from them.

Yeah. Unless you're being specifically targetted for some reason, simply removing yourself from the easily accessed pool has a profound effect.
