    3.1 FTSC Administrator
    ----------------------

    The FTSC administrator is appointed for a four year renewable term.

    To be eligible for appointment, an individual must be a Fidonet
    node, be actively involved in Fidonet, though not necessarily in a
    programming context, and should have proven organizational skills. A
    candidate need not be a member of the FTSC. It is recommended that a
    successful candidate not carry any *C or *EC responsibilities during
    the term of office.

    A candidate for FTSC Administrator may be nominated by any Standing
    Member.

    The FTSC Administrator is appointed on the basis of a vote by all
    Standing Members who are defined by the then-current edition of
    FTA-1003 (FTSC Membership List). A successful candidate must receive
    approval by at least a plurality of votes.

    Publication of the nominations and the voting procedure shall take
    place openly in the FTSC_PUBLIC echo, and voting shall close three
    weeks after publication of the vote. Votes shall be by netmail
    ballot to an independent enumerator.

    Responsibilities:

    1. Ensuring FTSC Mandate is adhered to.
    2. Facilitating communications links between members.
    3. Maintaining document distribution links.
    4. Coordinating all membership nominations and voting.
    5. Developing Working Groups as required.
    6. Ensuring that the FTSC seeks, accepts and responds to public
    input.
    7. Assigning FSP numbers to new Standards Proposals.

    Timeline
    ========

    Sunday, 11 November 2018 (20:00 UTC) Nominations begin.
    Sunday, 18 November 2018 (20:00 UTC) Nominations close/candidate
    list posted in FTSC_PUBLIC.
    Monday, 19 November 2018 Voting begins.
    Sunday, 09 December 2018 (20:00 UTC) Voting ends.
    Monday, 10 December 2018 Results posted in FTSC_PUBLIC/
    opportunity to contest results begins. Sunday, 16 December 2018 (20:00 UTC) Period to contest results ends.
    Monday, 17 December 2018 Final results posted in FTSC_PUBLIC/ new FTSC adminstrator begins work.

    Nominations
    ===========

    Nominations will be placed in FTSC_PUBLIC. Any standing member of the FTSC
    may nominate a candidate or candidates. Any prospective candidate must publicly accept the nomination in FTSC_PUBLIC to be considered a valid candidate.

    In the event that only one candidate is properly nominated, that candidate will become the new FTSC administrator, effective Monday, November 19, 2018.

    Voting
    ======

    Ballots are to be submitted via NetMail to Fred Riccio at 1:132/174. Ballots must be received during the above voting period to be considered valid. Ballots should include the name of the candidate selected and a password. The passwords will be periodicly posted in FTSC_PUBLIC to allow the voters to verify that their ballot was counted correctly.

    Results
    =======

    At the completion of the voting period, the results will be posted in FTSC_PUBLIC. To be elected, a candidate must receive a plurality of votes cast.

    Challenges
    ==========

    Any voter or candidate wishing to challenge the results may do so by sending NetMail to the independent enumerator (Fred Riccio @ 1:132/174). No challenges

    will be considered if received after the period specified above. The independent enumerator will have the final say in any challenges of candidates or votes. Upon expiration of the challenge period, the final results will be posted in FTSC_PUBLIC, and FTA-1003 will be updated to reflect the final results.
